I don’t understand what del.icio.us is supposed to be. I see it all over the blogosphere, but I don’t get why I would use it. What’s it do?

del.icio.us is ‘social bookmark sharing’.
If you come across a site you want to bookmark, do it in del.icio.us. You can access your bookmarks from anywhere in the world and others can see what sites you’ve been looking at.

I use del.icio.us. It tells you how many others have booked the same sites as you. The functionality is neat because its built right into your tool bar.
